Asia SGE | Hong Kong as the 'International Interface': GBA's Role in China's Tech Future

In the latest Government Work Report from 2 Sessions, Chinese Premier Li Qiang formally designated the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) as one of China’s three national scientific and technological innovation centers, alongside the Beijing-Tianjin-Hebei region and the Yangtze River Delta.


For Hong Kong, this recognition raises a critical question: How can it leverage its unique advantages to serve the nation's strategy? The answer lies in positioning itself as the "international interface" —a bridge connecting global innovation with national needs.


The 3 Pillars of Hong Kong's "International Interface" Strategy:


  1. Talent & Education Interface: Hong Kong is the only city in the world with five universities among the global top 100, a fact confirmed by both the QS and THE 2026 rankings . To build on this, the government is developing a "University Education City" in the Northern Metropolis. The project has recently expanded from 90 to approximately 100 hectares, with a concept plan expected in 2026 . This hub aims to gather international talent and solidify the "Study in Hong Kong" brand.


  2. Innovation & Industry Interface: To become a world-class innovation source, Hong Kong is strengthening its physical infrastructure. The Hong Kong Park in the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone officially opened in late 2025. Its five main buildings are now expected to become operational in phases starting from late 2026, accelerating the connection between Hong Kong's basic research and the GBA's manufacturing power . The government is also exploring solutions for the cross-border flow of people, goods, capital, and data to facilitate this.


  3. Connectivity & Integration Interface: Hong Kong's integration with mainland GBA cities continues to deepen. A key example is Qianhai, where official sources confirm that about 12,000 Hong Kong residents are now living and working, making it a vibrant hub for Shenzhen-Hong Kong synergy in technology and finance.


The Bigger Picture:

The GBA’s unique strength lies in the institutional diversity of "One Country, Two Systems." For Hong Kong, being the "international interface" means actively connecting world-class resources with national strategies . It is a two-way flow of talent, capital, and ideas, defining Hong Kong’s new mission as we approach the 15th Five-Year Plan.
